"The Hiding in Mist Technique is a speciality of the ninja from Kirigakure, where one causes a mist to spring forth by lifting up some water from either a pre-existing source or expelled from their mouth,[2] then goes in and out of sight at will from within the pearly-white realm. The mist's thickness is controlled by the amount of chakra kneaded into it. It can't fool the Byakugan, but, due to the mist being created with the user's chakra, any Sharingan and Rinnegan-user will see the mist coloured by their opponent's chakra, which will effectively hide the user from the dōjutsu."

Umi is covered by a thick natural fog/mist and all the villagers are used to it so it does not effect them. However it is infused with chakra blocking out most chakra enhanced sight.

What it Does: Using The nearby sea The Mizukage shrouds the village in a thick layer of misty water. The Chakra infused mist shrouds the village and blocks eye sight of foreigners who enter into the mist. The mist is created by every villager unknowingly contributing a bit of their chakra into casting the village wide Mist Concealment. As each villager contributes to it they are immune to it's effects.

Because the mist is a mass of Chakra eyes such as the Sharingan and Rinnegan are also blinded within the mist. The Byakugan can see just fine as it can still see chakra networks within people's bodies.
