What it does: The user channels their chakra into a seal over their eyes and then closes their eyes. This activates a medical sealing summoning medical reatachment jutsu so precise that the user is literally capable of switching eyes out for prepared replacements. This requires the user to have obtained the replacement eyes IC and have spent at least 1000 words preparing them for this jutsu. It also requires a secure storage facility to keep the eyes in good condition as well as very accurate positioning for the summon to go well.
The jutsu itself occurs at the speed of 60 but requires the user to close their eyes. Obviously any ocular jutsu the user learns with certain eyes can only be used while using those eyes. using this jutsu attaches the eyes directly to the optic nerves bypassing any need to heal. The preperation also includes tampering with the eyes so that Arc can utilize the ocular prowess without the need for DNA implants.
