Backstory: the energy it takes to use the Ultimate Eye made Arc decide to develop a patch to wear when it's not in use.

What it does: While fixed over the users eye it puts an inhibitor on the user. while wearing this patch the user's ocular jutsu and abilities are suppressed as well as removing the cost for using the eyes as they are not being used. It also masks the users chakra as if it were suppressed to the level of a D rank ninja (as if the user had 10 chakra) This does not prevent the user from using any ability it just makes sensory type ninja or jutsu to register that level of chakra.
This is obtained though a series of fuin seals inside the eye-patch.
