what it does:
After the needed handseals the user will place both hands on the earth itself, note it has to be an earth surface for it to work. Contact with the ground will mark it with a seal, this seal negates any underground or ground techniques from A-Rank and below to be used while this seal is active and other opponents are within range. The user's chakra signature allows him to be able to use these techniques. but it doesn't have a friendly fire code so if he's using it allies within range can't use surface or underground techniques either.
If technique higher than A-Rank were used the seal would be broken.
