Hylian Harp-Tale of Thunder [LW]

This ability of the harp lets the user strum the strings of the harp in a melodic way of which creates moving tornado that moves when the user moves at the range of 20 meters away, the speeds of the tornado are S and the strength is S.  Anything caught in the way of the tornado will be attacked unless the target has SS strength or above.  The Tornado will last for two posts, cool down of 4 requires S rank chakra capacity, if the user is a lightning and wind release user then it requires B rank Chakra capacity instead.
