What it does:
After performing the needed handseals and crouching on all fours, the user with his hands imprint any surface with a seal. This seal gathers natural energy from the ground of an area (said area must be specified during the placement of the seal), and converts said natural energy into pure chakra. This chakra is then sent into the person marked by this seal. This chakra fuels the person, and does not add to their mass due to its own chakra being sent to fuel more chakra. If a ninja tries to gather natural energy, the seal will immediately absorb the energy; thus preventing anyone from using Sage Mode.

Backstory:
As Sages are becoming more common, Kaigen wanted to create a way to stop them in their tracks. He also wanted a way to gather chakra in a way that proved effective. Took a while, thank god for Funinjutsu.
