What it does: Black Lightning is a hidden skill that allows the user to use a much stronger variation of Raiton that is black, instead of blue. Not only does this lightning carry a different appearance, it grants +1 Rank strength and speed to all Raiton techniques. Due to the mastery over the Raiton, one does not need to use hand seals when using Black Lightning. Wordcount: 1500 Chakra Cost: - Bonus Requirements: The Black Lightning skill is a secret that belongs to the Lightning country. It's been passed down through generations to shinobi who have been worthy of the title, Raikage. These shinobi can pass down the skill to others that they see worthy of possessing it. Backstory: When Kaito had taken the seat of Raikage, the advisors that had long been there serving Arcanis had presented him with a scroll holding the secrets to the skill. He'd learn from the scroll.
