What it does:The user, after using needle jizo, quickly returns chakra back to their hair, causing it to spark with lightning chakra. Although easily dodged, the user is able to shoot off another ten after the first have successfully been released. The lightning travels up to 30 meters, the lightning loses 1 rank in damage after traveling 15 meters

This seems backwards and I swear to christ if people keep using chakra I will make an announcement about it, pick a sub-stat. For this as is, if you don't wish to change anything else, then the resist stat should be a health of C. If you lower the amount then maybe B or A, maybe.
