What it does:
This skill allows the user to have access to jutsu that render a target's medical jutsu to have negative effects instead of positive ones.  Effects such as poison, paralysis, illness and the like are included. The duration and strength of each status is dependent of the jutsu made for this skill. The reason this is done is because of the purple snakes formed from Strengthening Prescription: Chakra Injection, get access to medical tools on the user's person and coat them in the same chakra nature as the target which takes a negative effect to the medical jutsu the target uses on themselves.

Ok. This says "a target's medical jutsu" when I think you mean "the user's medical jutsu". Because if it were to make a target's medical jutsu have negative effects instead of positive, it would either A) hurt you if it was being used on you or B) should be made into a jutsu if you wish to have a target's medical jutsu take negative effects on another target
