Master of None: The wearer of this cloak is able to summon Nobodies without a contract just like any other summon.

Knowledge of None: The wearer of this cloak is able to reduce the WC needed to learn jutsu that have this cloak as a bonus requirement to 2/3 instead of the normal amount.

What is the point of this? Ninja know how to use jutsu and if you mean if given to a familiar then this is denied because this would override that familiar's can only have five abilities.

This needs to be A rank chakra capacity to activate then it needs an upkeep needed to keep active in the posts to follow after the activation to keep it active
