What it does:
This skill is strictly for users of the metsuki eye, because of the large pool of chakra that is inside the metsuki body they are allow to tap into it in order to drop the chakra capacity used in any metsuki based jutsu by one full rank, however if the jutsu is D rank and requires D rank chakra capacity the skill will not be active as the lowest the skill can drop a chakra capacity to is that of D.

Backstory:
This skill was never really found, in fact this is not even really a skill. It is the chakra that is adapted through the metsuki bloodline that when tapped into can help reduce the amount of chakra needed for metsuki based jutsu. It is said that the Metsuki clan, though not in relations to the Uzumaki clan with their mastery in Fuinjutsu and massive amounts in chakra, has equal amounts of chakra as they do however the chakra is sealed until the Blue eye is mastered. Once the Blue eye becomes mastered the metsuki user can train to tap into the chakra stream that is of the Metsuki bloodline
