What it does:
produce a massive thunder cloud capable of infinitely absorbing chakra to grow in size, strength and ferocity. The amount of chakra it receives will also increase. The User can apparently channel this absorbed energy into himself, amplifying the technique to its highest limit.

Can also be used as a base for other jutsu that require the use of a cloud.

I can't use this jutsu I'm the Storm DS user, DS users can't consume their own jutsu ;-;

Cant Consume, with the DS ability, this and the Seal are two separate ways
