What it does: Dragon or Dragon slayer will first inhale chakra being exerted from their body into their mouth. While forming hand seals if human, if dragon no hand seals are needed. Handseals are Dragon-Rat-Boar.  After done the user will exhale a large tornado with the mixture of lightning and water combined into storm release at the user.  The strength of the blast is A rank, Speed is A rank, if the target has B rank or under in health high damage will be delt. The Blast is around the size of 15 meters in width and the height is about 6ft.
