What it does: When activated this jutsu will imbue the target with an automatic boost of two ranks to their Health, Locomotive Speed, Reaction Speed and Strength. The cost must be paid by the target, not the caster. This seal may be applied on as many as the user wishes and will be activated by the user or the target depending on need. While it seems like a normal stat boosting seal, the difference is that anyone may transfer their power gained from this technique to another who bears the seal and transfer it back(this does not include base stats just stats gained through this technique). Transferring power is instant, but the person who lost said power must wait three posts before it can be returned to them. Furthermore, this seal can be placed upon another forcefully instead when that happens the target then loses one rank in each of the stats mentioned above and they are transferred to the user until the target can remove the seal with a more powerful seal remover. To place a seal forcefully the target must be prone or in another submissive posture.

From what I understand, the seal itself is permanent but the activation of the boosts themselves is what the duration/cooldown is? If so please state that and if not please clarify.

The transferring to another with the seal, is that to mean transferring their own stats to the other? ie losing 100 from base speed to give it to another until it can be transferred back? If so please state it as such and if not please clarify.
