What it does:: 

Bankai: Storming the land in a fury: Raijin Storm: By unlocking his true self Tobi becomes the true Storm God. While in this mode Tobi speed is raises by 100 and all of his lighting attacks and speed are raised by 100. Tobi aura is black lighting that if Hus body is touched with any limb of a person or is touched with a weapon a person is holding it makes them go unconscious instantly for 10 posts. Tobi has the ability to manipulate black lighting at the speed of his chakra also the power of this lighting is the chakra stat with the health being 50. To resit the paralyzing of the lighting u must have over 75 health. To activate this mode is 100CP.

Tobi has the ability to infuse the lighting into any water jutsu at the cost of 25CP adding the parylzing effect to the jutsu

In both modes Tobi does not have to do hand seals for lighting jutsu

K so Bankai's normally only have one ability mine has a second one because reasons. Also your first ability in the same ability that Harribels shikai has. I would suggest using the second ability as it matches your shikai and is not currently being used. due to that You should remove the water usage from the rest. you also have the option of trying to rework it some more...But when you use someones stuff as a template it doesn't mean to do it the same. try to make your own little twist that is unique.
