The weapon of the user of this jutsu creates a long standing after image in the space it passes through. The image appears to be solid and stays for 2 seconds before fading out.
What it does:
By channeling this Genjutsu through their weapon anyone who looks at it caught within the Jutsu. Once caught in the Genjutsu the victim see's the weapon blur and distort. This couple with the after image the blade creates makes in incredibly difficult to parry the weapon.
Decreases the Victim's reaction time by an amount equal to this Jutsu's power.

Backstory: Jun isn't the fastest ninja around. So in order to compensate for that he created this genjutsu to help him get in close with those who are. By using his blade as a medium he is able to change the viewer's perception of it. Though since it's not a terribly powerful jutsu he can only slightly alter the clarity with which his opponent see's the blade.
