Special Abilities:

High Frequency Conductor: This blade has the ability to conduct electricity through the blade itself, the grip of the sword is rubber thus gets cut off at the source.  This is perfect for slicing through lightning based jutsu as long as the jutsu has the same strength of the user's current strength stat.  

High Frequency Scabbard: This blade has a specific scabbard that over time charges the blade with electrical currents to be used in battle.  The scabbard runs on electrical energy through nano machines that rub against each other creating friction and adding to static energy which later becomes electrical energy.  After a total of 5 posts the sword will be fully charged in the scabbard conducting electrical energy equal to the user's Ninjutsu/Kin knowledge stat, 3 posts the sword will be half charged conducting electrical energy equal to Ninjutsu/Kin knowledge stats of the user minus one full rank.  This needs no additional chakra capacity to use as the scabbard conducts the charging. This does not allow the user to cast jutsu but is only used to charge the blade accordingly.  3 posts is needed for half power, 5 posts is needed for full power

System Lock: This blade has the ability to only be used by one owner. This is caused to the high tech programming placed into the scabbard.  There is a way to override this, if the owner of the blade dies the blade will be locked in the scabbard for a total of 5 posts before it unlocks, at that point the next person to remove the sword from the scabbard will get their DNA read into the scabbard of which now only that user can remove the blade from it's scabbard.

High Frequency Slice: This blade moves nearly at the speed of light, or so it seems when really it has the speed of SS and Strength of SS, this specific move this blade has makes it seem as if time is slowing down for the User, this allows them to slice for vital points and even attempt for death.  Of course a target can avoid the attack by having strength equal to or higher than SS. This move can only be used twice per topic and has a chakra capacity of SS to use.  What happens is the blade is too fast for the user so it makes it seem like time is slowing down for them when really they are striking in a fast manor due to the speed of the blade. In this mode, the user looses reaction time and is slicing blindly at a rapid pace, this drops the user's reaction speed by 1. This has a duration of one post and a 3 post cool down {convenient to use to combine with scabbard}

Static Generation: This blade has major static charges through it which allow the blade to stick to the feet of the user if wanted this also creates both a negative and positive pole at the same time making it impossible for magnetism to take effect to the blade.  This requires no chakra capacity as it really has no effect other than negating magnetic poles and sticking to the feet of the user if so wanted.  Raiden used this all the time as that was his method of fighting, with his feet rather than his hands. The negation of magnetic poles can be resisted as long as the target who uses magnetic poles or any jutsu related to magnetism is equal to or higher than in the user's Ninjutsu/Kin stats.

Backstory:
This sword was said to be created in the future during the time guns were now apart of war. A cybernetic ninja known as Raiden was given this blade to use in order to save the word from such war, it is said that the blade found it's way back to the past by the warrior known as Raiden opening a dimensional rift and throwing it through.  It is also said, he who finds the blade must fight the holographic copy that is programmed into the blade.  This holographic copy fights just like a real person, and can give and take damage.  The copy is also an exact image of Raiden, this is due to Raiden needing a successor thus he programed the copy to test out the user. If they win they get the blade but locked in the scabbard till a certain time of which it will unlock to forever be the winner's blade.

Change this to the user's sub-stat say like strength or one of the chakra sub-stats.

See above, and do be specific that it does not allow you to use this to cast jutsus rather it charges the weapon itself and as such it will also need a holding time.

This needs far more specifics and a bit more of a cost, from the user and the blade I'm thinking.

Tie the resist the the user's stat.

And fixed

Dont use strength on number 2 and dont use B as the secondary.

High Frequency needs a drain and post limit.

And dont use strength for the last one again it makes no sense whatsoever, it did for the first one but not for these XD
