Special Abilities:

Sheer Cold Haku can create a 30m zone of sub-zero temperature (-50 F). In this zone ice will begin forming on anything, including the one who summons the dragon (Unless they know the Inner Boiler skill learned from the dragons). Once the ice forms over the object, including the shinobi, their movements will be restricted. ( 30 drop in Speed stat) The technique costs 40 CP to use and 20 CP every post active. Ice begins forming at the chakra stat subtracted by 10. Once the technique is completely deactivated, there is a 9 post cool-down.

Ice Beam: Haku can release a beam from the gape of his mouth that can freeze targets with 30 Health and below, where they will die of cold. For anyone above 30 Health, if hit their movements will be restricted because of the ice, subtracting 20 from Speed. Beam travels at Chakra stat. 30 CP to use. Beam travels a distance of 30m. The beam is 9in in width. Ice lasts for 3 posts and there is a 6 post cool-down.

Sheer Cold needs a cooldown

Ice Beam needs an activation cost and a numerical size for the attack. Also give it a duration and cooldown please
