What it does:
The user of this jutsu uses this as an impulse to counter an attack, this attack's power in strength is dependent on the user's Reaction Speed however if the target has reaction speed equal to or higher than the user the attacks power stays at the equivalent of A. The user also has the choice of charging chakra into their feet with the nature of static which will give off a static electricity like effect of which if connected through the skin contact of the foot, the static energy is released on the target with a stun effect of 1 post if the user does not have Health equal to or higher than A rank.  The static charge is at the strength of A rank. If the user decides to charge the static chakra nature into their foot it requires A rank chakra capacity if not the jutsu becomes taijutsu and requires no chakra usage.

Backstory:
This jutsu was created as an impulse for one to quickly counter a hand to hand combat while giving the user the choice to charge chakra through the attack or not.  This jutsu is said to be strong enough to take out a bear or a tiger in combat.
