What it does:
This jutsu allows the user to store massive amounts of chakra into the users palms which spins at a mass speed of A.  As the chakra rotates in a fast motion it begins to spiral with red and black like aura around it.  When released the ball bursts causing black like tendrils to fire at the user with the speed of A and strength of B however the energy inside the ball that was created continues to move forward if connected into the target the strength of the energy collision is that equal to the users current strength.  The energy gives off a burn sensation that will last for a total of two posts which by each post will lower the target's strength by half making the target's strength lowered by one by the 2nd post.  The only way to resist the effects of the two posts is to have equal to or higher than the user's current health stat.

Backstory:
This jutsu was created by those who performed the permanent body transformation jutsu so that they could make up for the loss of Bloodline that they purposely erased. Dark meteor destruction is supposedly supposed to have the strength to create a crater in to a person's body though that is unkown.
