Appearance: The user gets coated in a large amount of chakra of which trails when they move.
 

What it does:The user's body is surrounded by chakra, allowing them to move through the air at incredible speed. Even if someone could detect their trajectory, it is near impossible to catch them. With their speed, the user assaults their opponents with quick but powerful melee attacks. The user can also wear a special suit under his robes to better utilize this type of Chakra. Add one rank to Locomotive Speed, Reaction Speed, Thought Speed, and Strength

Backstory: The story for the Heavenly Body Art comes from ninja who would do nothing but increase strength, speed, and dexterity training. It is said the ninja who practiced this were held highly by the gods and were given the ability of increased speed, power, and so forth.  Heavenly body art tend to act like a grace from the gods themselves and were often used as thanks followed by prayers towards the gods that later would Create the ancient arts of Heavenly Body Art.

Put what it increase by what. Im guessing Locomotive speed, by 3-4 ranks, and strength by 1-0. If you put 4 ranks in speed, you dont have any strength boost. If you put speed at three ranks, you get a one rank strength boost, or any other substat. Do it how you want.
