Clan History: The History of the Joutei Clan goes back in the time. The Clan name litterally stood for God Clan. The Clan was supposedly born through several prayers to the different god of the different elemental realms. This was believed that the god was the will and the chakra forming around inside the ninja's body. The Element depicted on the chakra nature of the family, the difference;however, is that the those in the Joutei clan were a bit stronger with the chakra nature than most ninja who have the affiliated element.  

The Clan was formed by the Eight Brothers, known as the Eight Monks of The Leaf Village. It was told that each brother had obtained a taomoe from a mysterious ninja who claimed to have the ability of several elements. Each brother had sealed there Taomoe in their chakra stream which caused a burst of energy in the chakra nature that they currently had. From there the taomoe lived within the bloodline of their children and childrens children and so forth. The Clan thus was born and was split into eight different families. Each Family came with a prayer or incantation that activated the taomoe in their stream. The Wind Prayer or the Osaka Branch had Wind. The Fire Prayer or the Ayame Family had fire, it has been rumored they are of relation to the Uchiha. The Water Prayer or the Mizuki Family had water. The Lightning Prayer or the Raiken Family had lightning. The Earth Prayer or the Rokukou Family controlled earth.

The other four families were unfortunately wiped out which ruled out the Prayer of Static Electricity (Lightning and Earth), Prayer Dry Ice (fire and water), Prayer of Gravity (Lightning and Earth).

It is still possible to obtain the ability of another family to use the forgotten Prayers, though it takes a Joutei Clan member to train 1.5k WC to obtain the ability of a new chakra nature, as well as years to activate prayer. Also the prayers that were obtained cannot use abilities, jutsus, etc above one rank below their current overall rank.

Clan Bloodline: Jotei Doujutsu

Clan Element: Wind {osaka}, Fire {Ayame}, Water {Mizuki}, Lightning {Raiken}, Earth {Rokukou}

Joining Requirements: One must be born into the clan, or be taught the ways of mastering the eye
Each clan member can learn up to four elements how ever they start off with one Main element.  After reaching Chuunin they can unlock another element under a sub element, the element then cannot use abilities, jutsus, etc above one rank below their current overall rank.   At Jounin the member can learn a combination style for one of the forgotten prayers.  If the user wants to learn the final element they can provided they have mastered all three elements with a training of 2500 WC.  They can learn a fourth element which it to can be used to create a combination for one of the forgotten prayers but cannot use abilities, jutsus, etc above one rank below their current overall rank. To put into short terms 4 elements can be learned each member starts off with one element and can eventually get two advanced elements through proper training.

I'd say take out the limiteds and work it more towards descendants of eight priests, I'd say not control but think of a new type of those elements say like platinum that acts like magma as one of the branches yaknow? Limit the branch to one main(up to their [insert chakra sub-stat]) and one sub(up to two ranks below their [insert chakra sub-stat]), that would be pretty original, useful and cool yaknow?

Also make it a tad bit more clear that members start with one, and may only unlock a second advanced element and this will be ready to be approved.
