What it does: This technique enables Venus to not only devour forms of water, but also control water and moisture around herself. This technique can be used to block most incoming attacks, bind or drown opponents, and shape forms of water into various attacks, allowing the user in conjunction with the Summoning Technique to allow water-based summonings to fight in areas that it normally need water to move around by either trapping the target in the same water or manoeuvrings the water to allow the summon to chase the target. Venus's water manipulation has a radius of 30 meters. This skill is also able to extract and utilize groundwater, or use the moisture in the air itself, forming at the speed of her chakra stat. The speed and power of the water she manipulates can be based on two things. If she is manipulating water from a jutsu than the speed and power of that form of water will be the same as that jutsu, but if it not a jutsu than the speed, power, and health of the form of water will be determined by her chakra rank with everything capped at S rank, if using this form the max amount of water she can manipulate is 20 cubic meters. Those with this skill can train their water ninjutsu at two thirds the word count they would usually be (note that this bonus does not count for any kinjutsu or ss rank jutsu).

Range needs to be lowered, no molecular manipulation in this skill though that can be done in perhaps a jutsu.

What rank can it block up to? Speed, etc

What detail exactly, I've seen manipulation/ bending skills with a lot less.

What is the problem with half word count? Two other staff members told me it was alright as compensation for water manipulation essentially being cannon and open to everyone through water heaven's convergence?

Block what kind of attacks? Up to what rank? How much water?

This needs a cap for sure, probably at S rank if you do not want to keep the multitude of extra abilities(which should probably be slashed in half and given to a second skill) or B rank if you do.

If not a jutsu, then it's pretty much regular water so it should be a chakra sub-stat, and also capped at B rank offense/defense and A rank speed.

So we have, ability to breathe underwater, water extraction and manipulation, water jutsu boosting, halving word count as well. That's quite a lot of abilities for a manipulation skill. If you wanna keep this then the word count should only work for water ninjutsus, and so should the boost(capped at S rank).

Your right that is a jutsu, and this, like all other dragon slayer elemental manipulations is a skill, that doesn't mean they don't have the same effects. Not really sure what the point of that was.

Why should this be capped when using the jutsu when no other bending has been capped?

Why does it matter if it is "regular water" most water ninjutsu is formed from regular water, what matters is the chakra put into it not the source which is why it is the user's chakra stat, not to mention the rankings were fine before.

Got rid of the under water combat abilities since it seemed to be such a big deal and edited to water ninjutsu and and it was always intended to be capped at S ranking, made my last sentence more clear for you.

Not really sure why some of these questions are being asked as the water has a health stat so it should be able to block things up to that stat shouldn't it? I'm also not going to list out every form of attacking this blocks as that would require me to list every form of attacking in rp which seems highly unnecessary especially considering I've seen other manipulation skills approved with MUCH vaguer descriptions than what I have and none of them have had to list out all techniques they can block, it's simply a description of abilities. I'm sure it is not your intentions, but I'm feeling a tad bit singled out here. Either way I put what speed water forms and how much I can manipulate a post as that should be more enough description compared to others.

Okay official word is too many abilities under one skill.

cap the chakra stat at S for power speed heatlh etc for pre-existing water. I wont allow this to boost your nin 1 rank but the wc thing i'd except if say you subtracted 1/3 of the wc from the training instead of half. everything else is fine
