Appearance: Eight runes are created after the user claps their hands together
 

What it does:
After the user claps their hands together and starts to pull them apart, it reveals eight runes. These runes are shot at an opponent and after one hits, the rest follow and hit the target. After the runes are attached to the opponent the user performs a half-tiger seal and chains come out of the ground restraining the target and pulls them into another dimension. The person sealed will age in this dimension as it is a part of the Space/Time continuum. After the runes have come in contact with the person, there is no escape they will be sealed. When the person is sealed, a tattoo will appear on the users body of a seal with the said persons name in it. This jutsu lasts until the user dies or the user releases the jutsu and the said person is released in the place they had been sealed. A person must either have S-Rank Strength or A-Rank willpower to breakout of the chains. This jutsu can only be used once per topic.

Backstory: This fuinjutsu was originally made to seal away criminals so that they may never see the light of day again, this was soon used in wars to seal strong opposing ninja or even kage's. It was soon ruled as Kinjutsu as this technique soon became frowned upon and seen as a cowards way of winning a battle.

This is simply too OP even if you bumped it up to SS rank, it needs some reworking, throwing in resists would be a good start.

Auto-hitting should not be a thing unless they travel at a B rank speed, I am also going to need more details about this one in general.

It says if one hits the rest follow, not that the runes follow the target. They simply move in one direction as stated in the jutsu description.

Alright with resists like those I can approve this, though I do so hate homing techniques.
