What it does: Jace's telepathy is both an active and passive skill. It is active at all times which grants him the passive ability to hear everyone's most basic thoughts within a 30 meter radius of himself, ie how they will move next, giving him a static +1 rank in reaction time. This does not however allow Jace to hear the thoughts of Bijuu or Jinchuuriki when in the specific Jin realm within their minds and Jace cannot use this skill to gain any further information than basic surface thoughts. This skill does however allow Jace to communicate telepathically with living things within the area of effect.

Being that Jace's telepathy is a constant thing, it grants a static +1 rank to the power of all techniques that influence a target's mind.
