Above 40 health and the target will be completely unaffected.
Passive Abilities:
Wind Rider: Due to Flabebe's flower allowing it to float around easily even in blustery weather, it may simply ride wind ninjutsu of 20 power and lower (as long as it is a wind gust of some sort) to escape damage)
