What it Does:
This Upgrade is Connected to the Kage, allowing the Kage to Monitor who is entering and leaving the Village, about 15 meters out you can clearly see sand on the wind, this sand is monitoring the desert all around the village, the village at the center of these sandy winds, it obscures sight of the village, so it can not be seen from the sky or land, at least not until your a meter within range, but if your an unwelcomed guest that gets Detected, the kage may choose to have you lose your way, as well as pinpoint your location within the storm, so that he may come and Retrieve you, either himself or sending his ANBU, this in no way does damage, its a Simple Sensory and Defense

Because of the Chakra used in the sand, it even blocks Doujutsu from seeing the village
