What it does: Through unlocking the potential of the wielder, the wielder gain access to latent powers hidden in their soul. This is done by venturing into one’s soul and conversing with it.
When Tier releases her Shikai it becomes a bracelet on her right arm. This grants her an increase in her water manipulation abilities. Her water jutsu gain a 25 point increase in power.
Also Harribel is able to manipulate, control and if she wishes dissipate any water jutsu that are cast by an opponent with a power less than this justu's power. She can also manipulate natural water freely at the speed of this jutsu's power. This has a range of 15 meters around her.
