What it does: The user does a repetitive action such as swinging a pendulum or twiddling their fingers or spinning a coin. Then they can speak in a low voice and suggest things to the target. The user can create a whole existence and world and things inside that world. it can mask the fight change the background almost anything they can think of as they are suggesting thoughts for a suggestable mind.
No one even the strongest chakra is immune to this technique if they see the action. once they see it they become lethargic and the user can begin the jutsu. However the user is still awake and aware they just are in a trance like state. However no hypnosis is good enough to override the users survival instinct. Should they be attacked they will immediately snap out of the jutsu. however within reason the user can have the target do various actions. The more dangerous or exerting the action the more likely the user will take notice and break the jutsu.
The user can also plant suggestions in the mind of a target under their control. these suggestion may have triggers or conditions that must be followed unless it endangers the target's life. this will be monitored.
