Kirin is an extremely powerful, one-shot,
lightning technique created by
Sasuke Uchiha. He draws natural lightning directly from thunder clouds to supplement the power of his strike and controls it with chakra. Unlike most techniques, which are based on the user's chakra, this one uses the natural lightning, which — as noted by Zetsu — reaches the ground in 1/1000th of a second. However, the preparation time required also decreases the technique's efficiency. If there are no active thunder clouds, the user must create them by using powerful
fire techniques to produce the necessary
storm conditions. With techniques such as
Amaterasu, even stronger storm conditions can be made by them. Also, with Amaterasu's inability to be extinguished by water, it can be used to continuously create new thunder clouds to use
Kirin once again; however, the process seems to require a bit of time.
Once a lightning source has been acquired, shaping and guiding the lightning to the target requires very little chakra. In addition, usage seems to disperse the thunder clouds as the sky cleared up of clouds after use. As such, this technique can only be used once in a fight. The technique can completely obliterate a
small mountain as well as
Itachi Uchiha's
Susanoo.
The user channels their lightning chakra into one hand and shoots it into the sky, infusing the storm clouds with their chakra in order to control natural lightning. Storm clouds must be present in order to use this jutsu. If the user has Water element chakra, they can combine it with their lightning element to create their own storm clouds in order to use this jutsu. The clouds form at S rank speed and add another post to the duration of this technique being 1-clouds form 2-shoots lightning into clouds 3-attacks with lightning. The user must channel their chakra and shoot it into the clouds in the first post of this jutsu. Upon the second post, the user has gained control of the natural lightning and may use it to attack any target accurately within a 100 meter radius with the user at the center. The attack happens a speed of this jutsu's power +2 ranks and has SS rank power. The speed and power of this jutsu cannot be increased by any means. If the user does not have the ability to create storm clouds, this jutsu may only be used once per topic as it is so powerful it disperses the clouds once used. If the user is able to create storm clouds, this jutsu may be used 3 times per topic.
Note: This technique will be monitored for abuse. If the weather has been previously described in the topic the user may not simply change it to have storm clouds to use this technique. If they wish to create storm clouds they must meet the previously stated requirements.
