What it does:
This jutsu allows the user to charge chakra into both arms of which solidify around the users arms causing them to harden into snake like scales, the hands become disfigured and formed into claws as well.  This specific jutsu allows the wielder to +1 to his or her current strength stats due to the scales being that of snakes.  This also allows the wielder of the jutsu to slice through or guard any Dragon Slayer attack so long as it is two ranks lower than the wielders strength stats.  Finally it takes A rank chakra to activate and an additionally C rank chakra to keep active.

Backstory:
This jutsu was formed after yahiko found out the powers of the dragon slayers and found it rather interesting, further in his history he would learn the powers and strengths of a dragons scales trying to replicate them the best her could into snake scales. He came up with this jutsu.

not a dragon slayer form it just makes the arms look like dragon scales. . .I could turn it into snake scales instead o.o

While I do like the limiting, make it two ranks lower or match it to A for this one. Also change all the flavor that says Dragon scales, before this quote there is one. Just makes it confusing haha.
