Ok, real quick, that part about listing what jutsu they have bloodlines, abilities, and what they have inside them, is a no. I'd say limit it to certain stat's, at most 3 that they decide upon on purchase, but that seems a bit to much.

What it does: 

Chakra Detection: The scouter automatically gives off a high pitched beep that alerts the use of a scouter that a person with C rank chakra and above is near. If the enemy uses a jutsu that lowers their chakra the scouter still will be able to target them no matter how low the chakra is. Meaning anyone in a topic with a user of a scouter can be sensed no matter what and how far away they are.
This required no chakra cost ad this is a item.

Stat Confirmation: When the scouter is locked on a target it gives a list of all of the targets jutsu E-SS as well as their stats, abilities, bloodlines, and shows if the target has a entity within the body entities such as Bijuu and power of Dragons
