What it does: The Pika Pika no Mi is a Logia-type Devil Fruit that allows the user to create, control, and transform into light at will, turning the user into a Light Human. It enables the user to move at extreme and transport him/herself by means of reflection. Like all logia this happens at the user's reaction speed.

Like other Logia types, the fruit's major strength is that it allows the user to become the element they control. In this case, they are able to transform into light. The user is able to utilize light-based attacks that range from shooting laser beams from his hands, fingers, or feet up to fifty meters away at one rank higher than their reaction speed (capable of causing massive explosions up to their rank each explosion being 15 meters in diameter), to partial transformations that enable high speed physical attacks, all of them being very devastating. When transformed into Light the person moves under the same rules as body flicker but one rank higher(even if maxed out). The user is able to turn into light at the speed of their reaction time.

Also, considering this fruit is light-based, these attacks and abilities can only travel in direct, straight lines. However, it has been shown that they can be reflected off of surfaces to go around corners. However this user can still perform melee attacks though they will simply be of their normal ranking.

Not unless they would make a separate jutsu for it.

Then does it simply make the attacks high speed, or does it add power? Either way add a stat.
