What it does:
By converting the Neon molecules in the air with a seal engraved upon the user's right hand, the user will form a gigantic, feathered serpent of any color they wish made entirely out of liquid Neon, complete with it's effects. Naturally anyone with a health higher than this jutsu will not be frozen upon contact, however anyone with a health lower than this jutsu will have huge amounts of their body frozen from contact with this beast. Anyone with health equal to this jutsu will receive frostbite upon the point of contact but it will not spread. The Neon serpent's stats are equal to one rank below this jutsu's rank. The serpent is over forty five meters long, and upon command he can explode into a burst of gas and re-solidify within the lungs of the targets within the explosion (10 meter radius from his body). This works incrementally and will cost another S rank amount of chakra. The first post the targets within range will not even feel anything different, the second post, their breathing will restrict. Their third post they begin to have failure breathing and are brought to their knees. If a S rank or above restoring jutsu is not used upon them by their fourth post, they will die.

After using this jutsu the user is unable to access Nen for the first half of the cool down's post time frame.
