What it does:  This jutsu has proven incredibly dangerous in the past based on the many strategical advantages and the versatility it gives a person. A ninja who has mastered this jutsu and critical thinking is seen as very dangerous threat. Using a high amount of origami and ninjutsu skills, a person can turn their body and clothing into many sheets of paper on mere whim at their reaction speed. A person can control and reshape even parts of their body with sheets at will, making such forms as weapons for attack, butterflies for spying, paper airplanes for quick transport, or simply covering their enemy in sheets of paper, restricting and asphyxiating them. A person in paper form is also capable of hovering. Paper moves at speeds equal to a person's rank in ninjutsu and kinjutsu, and has a sharpness and durability also dependent on their overall chakra rank. This paper is seemingly expendable, including parts of a person's body converted to paper; and how much paper they can expend depends on their chakra reserve. A person can also hide explosive tags amongst their papers to add a deadly surprise to their attacks. In this form, however, a person is weak to oil-based techniques, which causes the paper to stick. They are  however not weak against water to the same extent, as a person could even divide a lake with paper using this justu. Fire ninjutsu only does regular damage to those in paper form because of the paper being covered and formed from chakra. The user in this form can also create paper bombs from their paper, though it will cost them the equivalent of one A rank per every 10 paper bombs they wish to create, this paper bombs have an explosion radius of two meters and can be detonated at the user's reaction speed, the power of these tags is one rank lower than the user's rank in ninjutsu/kinjutsu. Costs S rank to activate this jutsu and B rank every post after to maintain.

Alright and then connecting more than one rank to substats are for sure a S or SS ranked jutsu so either rework that or re-adjust the rank.

Next we need a cost for the change and a maintenance cost for keeping the paper form.

Furthermore if the explosion is gonna be like that then it is going to have to be 2 SS for every 15 bombs, not a D rank.

edited everything as you asked but the paper bombs. I am all for upping the cost on creating paper bombs but I don't think that it should be the 2nd highest cost on this site times two, I edited it to 10 bombs per A rank cost.

Okay so at essentially a staggered scaling twenty meter explosion, the cost would be closer to S. Now if you wanna do it individually like most everyone else on the site each explosion can have a D rank cost, that's how most are done.
