What it does: The user disturbs the brain's motor and sensory cortices, as well as the entirety of the victim's chakra network, forcing it to act against itself. Any chakra-based stat-increasing jutsu, as a result, is turned into a start de-buffer, decreasing stats by an amount equal to that which they would have normally increased, to a minimum of 1. For example, LRA would now debuff strength and speed by 100. The target is placed under the jutsu as long as they are able to see any one of the user's fingers. Resist stat is chakra.

Edited; and wouldn't the resist stat be merely resisting the genjutsu?

We have multiple ways to Resist genjutsu now, the most common being Chakra or Willpower so you need to pick which stat it is going against
