What it does:Where Deconstruction destroys the connections between atoms, essentially separating the elements of whatever is touched, Reconstruction takes it a step further. For one, instead of simply destroying the bonds between atoms, the user literally alters the very structure of the atom, down to the number of protons, electrons, and neutrons. In layman's terms, and for simplicity, this allows the user to transform one element into another. Naturally, he cannot simply create protons electrons or neutrons, he must have enough matter to manipulate to have enough of each to make his desired item. This means atoms with higher neutron/proton/electron amounts require more mass to be sacrificed. The matter which is made is then magnetized slightly, causing it to form into any shape Kuro desires, so long as the mass itself is enough.

Kuro cannot create what he does not have enough matter for. Further, attempts to create life, will cause bad things to happen. Any alterations on a chakra enhanced item, such as Samehada or a human, will require their permission, due to chakra interference, and holding onto them for two posts. Living beings are complex as fuck, deal with it.

The difference between this and alchemy is the ability to do so with air, as well as lacking the need for an alchemical circle

Backstory: After studying both physics and history, Kuro hungered for the power that was said to have created the bijuu. To alter matter without any need for silly alchemy would be incredible! After many hours of study, he began the idea of this jutsu. After a year, he finally mastered it.

This is alchemy in it's purest sense.  regardless if you say it's not alchemy it is alchemy.  I appologize but you must get a State certification before you can create this jutsu.

Aslo the stats need a cap of 200 as per the rules

without a transmutaion circle you'd only be allowed to effect the atoms you touch.

Fixed, and yes, its meant to be touch based.

as this is seperate in the fact that you are manipulating the atomic structure of things, I'm going to work with you on getting it approvable here. However I am going ask you to add that other chakra cancels reconstruction that way you aren't ripping apart peoples bodies or important items without any kind of resistance. This jutsu is a limited Coat in effect so I will simply say no influencing or creating chakra or objects with chakra in them. Also so you know this is a basic principle in alchemy at the molecular level so just know there will be jutsu that do something similar. and of course it will be on watch.

This was heavily implied in the technique itself, but clarifying it entirely isnt a problem I suppose. So long as metagame is still banned, that is.
