What it does: Dementia is a technique Jace developed by messing around with people's minds. This techniuque lasts the entire topic and can be activated once Jace has someone in range of his telepathy skill(25 meters). Once Jace has picked a target, he plants a sort of seed for memory loss that will gradually grow more powerful the longer the target is effected. On the first post, this jutsu will have seemingly no effect. On the second post it will start to erode the target's mind, wiping 3 skills from their memory. Every post after that, the target will lose 3 more skills until all of their skills are gone. The next post after all of the target's skills have been erased, the target will lose 3 E rank jutsu. The post after that they will lose 3 more E rank jutsu and so on. The next post after all of the target's E rank jutsu have been erased, Dementia will start to erase 3 D rank jutsu. This jutsu will continue to erase 3 jutsu at a time advancing up the ranks until the target no longer has any jutsu to erase. 2 posts after all of the target's jutsu have been erased, the target will forget their name. 2 posts after that they will forget where they are. 2 posts after that they will lose all motor function and become in a vegetative like state for the remainder of the topic.

The effected target chooses the skills/jutsu that are erased as they erase and must list ALL currently erased things at the end of/below their post. This jutsu can only be used on 1 target per topic. The effects of this technique last the entire topic and will be restored once the topic is finished, provided the target is still alive. Anyone with a willpower equal to or stronger than this jutsu's power may resist this technique. If this technique is resisted, it cannot be used again for the remainder of the topic. If the target's willpower stat meets the resist requirements while under this jutsu's effect, the jutsu will end. However, anything erased while under the effect of Dementia will stay erased for the remainder of the topic.

It costs 1 SS rank to activate. Then it just works on it's own for the rest of the topic or until broken

I think it should need an upkeep to continue

That was the point of starting small with skills and working up to the bigger stuff. It's highly doubtful someone wouldn't notice they were forgetting how to use techniques and then stop it from happening.
